Public Housing Program Administers the programs of the U.S. Department of Housing and Urban Development for construction and rental of low-rent homes to low-income families, elderly and disabled persons. Section 8 Program accepts and processes applications for Section 8 "Existing Housing Assistance and Payments Program" (rental certificates) for low and moderate income families and elderly and/or handicapped persons. Eligible participants receive help with rent and utility payments in apartments which meet quality standards.

     A private, non-profit organization created to increase the supply of low-to-moderate income housing in Chester County. The HPCC is committed to advocating and educating the public about the need for more affordable priced housing as well as being involved in the construction and rehabilitation of housing units for sale and the development of alternative forms of financing. The organization works with other non-profits, for-profits, state and county agencies and local municipalities. HPCC also provides counseling for credit repair, foreclosure prevention through the PHFA Homeowners Emergency Mortgage Assistance Program, required pre-bankruptcy counseling certifications, Senior Citizen Home Maintenance Program and Housing Rehabilitation Program.

     Free, confidential information about health and human services is provided. People requesting information receive referrals for benefits, services, and other resources to help them meet their needs. Staff assist with applications, advocacy, and follow up as needed. PACS distributes community-donated and government food to local residents who qualify. Temporary financial assistance is provided to meet basic needs for residents who are eligible under agency guidelines. PACS also coordinates holiday programs for Thanksgiving and Christmas. Office space is available for agencies to meet with Phoenixville area clients who are unable to travel to their administrative offices. PACS has a bilingual staff member to assist Spanish speaking clients.
