The PA Accessible Housing Program (PAHP) was established to provide the necessary funding to assist low and moderate-income households with permanent disabilities, to increase accessibility in their current home.
Objectives
- To serve people of all ages with disabilities requiring accessibility modification to their residence.
- To promote the health and safety of people with disabilities living in the community.
- To expand living options for persons with disabilities and to prevent institutionalization.
- To increase the ability to function effectively in ones own home.
General Eligibility Requirements
- The beneficiary must have a permanent disability that limits access to and use of the dwelling. The disability must be verified by a physician's statement.
- The beneficiary must be a homeowner, leaseholder or family member residing in the home.
- The total household income of all persons residing in the unit may not exceed 80% of the median income

Eligible Modifications
Adaptive modifications can include, but are not limited to:
- ramps
- lifts
- door and hallway widening
- visual doorbells
- audio phones
- visual phone signalers
- kitchen modifications
- bathroom modifications
Restrictions
These funds may not be used to modify units owned or operated by public housing authorities or a facility licensed by DPW or DOH, for support services, to correct violations for relocation expenses, for escrowing purposes to return the unit to its original condition. These funds will not allow us to go outside of the blueprint of the home

The Duca Family received an automatic door opener, a ramp and some bathroom modifications from the PAHP Grant.
Delaware County's PAHP
The PA Accessible Housing Program for Delaware County provides grants up to $15,000 for removing architectural barriers and installing modifications and/or adaptations for persons with disabilities. This program serves income eligible renters and homeowners in all 49 municipalities of Delaware County. The purpose of this grant is to provide modifications that allow persons with disabilities to better perform daily chores and live more independently. Under this program, major system problems are not addressed, thus a property that requires repairs to major systems and/or has Housing Quality Standards violations would require assistance from another source.
