Serving the southeast region of PA, RLO provides education in regards to the Medicaid Home and Community-Based Waiver programs and seeks to improve information flow between the affordable housing community and service providers.

Homeownership

RLO offers one of the most successful home ownership programs for people with disabilities in the state. We have established collaborations with the Housing Partnership of Chester County, Chester Community Improvement Project, and Pennsylvania Housing Finance Agency in order to utilize their existing first time homebuyers programs. Our approach is simple; we believe that people with disabilities should be able to access existing first time homebuyers programs that are available to anyone of low income.

 Local Housing Option Team

The success of this LHOT has been used as a model throughout the state of Pennsylvania as the Department of Public Welfare is interested in creating additional LHOT’s throughout the state. The Delaware County LHOT has proven success now with two pilot projects that have combined vouchers from Housing and Urban Development (HUD) with support services funded through other government agencies.  

In recognition of RLO’s success in facilitating the Delaware County LHOT, coordination of a LHOT in Chester County began in January 2004. It was determined that the first LHOT project would be to apply for a Shelter Plus Care grant in Chester County using the same model as in Delaware County.  Both LHOT groups meet at least 10 times per year.
